Negretti & Zambra were the foremost Meteorological Instrument makers of the latter 19th and early 20th Centuries, producing a large volume of precision instruments. This type of barometer was produced, at Admiral Fitzroy's behest and at public expense, primarily for Life-boat Stations and fishing ports, and hence was assembled entirely using screws, rather than glue.
